Beginning Monday of the date listed and lasting for 12 days until Friday at the end of the term, the N.E.W.T.s testing area will be open to all 7th year students. The NEWTS Testing Area is located in the Great Hall, right next to the Sorting Area.
The times will be roughly 11pm to 11 pm GMT. Check the PottersWorld clock and time/date conversions for your side of the planet -- please don't be lazy and PM a Governor about what the time conversions are. This is available at many, many sites on the Web and you should be able to look it up yourself.
Take the NEWT level tests that you feel would be beneficial for your future career. There are no minimum to pass to graduate, but you will probably want to take some if you have any idea of getting a job later on.
